Knowledge Sector Initiative (KSI) dan Cakra Wikara Indonesia (CWI): Memperkuat Kapasitas Lembaga Riset Kebijakan
In an effort to achieve the goal of improving the lives of the Indonesian people through a higher quality public policy-making process by using research, analysis and evidence better, the governments of Australia and Indonesia formed a partnership called the Knowledge Sector Initiative (KSI), a partnership program to strengthen the capacity of research policy institutions to produce high-quality research that is able to encourage evidence-based public policy-making processes.
Phase 1 of KSI took place in 2013-2017 with an emphasis on reforming the research policies of institutions. Gradually 16 research institutions were selected by KSI's policy. Gradually, 16 research institutions were selected by KSI to become partners by accepting the Core Funding grant program. The aim is to strengthen the capacity of policy research institutions through organizational development, quality improvement and research communication. KSI also supports partner research institutions through peer review of journal articles and peer support in carrying out research proposals. One of KSI's phase 1 partners is the Center for Political Studies (Puskapol) Universitas Indonesia. The results of the partnership between KSI and Puskapol in phase 1 include: capacity building which includes the preparation of institutional strategic plan documents, encouraging research results for policy advocacy, research communication, and improving the quality of research production and management.
KSI is currently preparing phase 2 for the 2017–222 program period. KSI has partnered with Cakra Wikara Indonesia (CWI), an independent research policy institution consisting of researchers from Puskapol who were directly involved in the partnership with KSI in phase 1. The KSI and CWI partnership is a continuation of KSI's partnership with Puskapol in the previous phase.
In KSI phase 2, CWI joined the Indonesian Policy Research Alliance (ARK), which is a research alliance institution for KSI's partners. KSI plans a partnership with CWI and this alliance. The facilities provided to the Alliance are in line with KSI's future mission, which is to build a healthy knowledge sector through four focus areas: improving the quality of research and communication, increasing research funding, establishing a knowledge management system, and public discourse.
